You can start with your baseline resume for roles where you're approximately 50% qualified — these are fast, low-effort applications where you apply within a few hours of posting and move on. But for your specialized, customized resumes, you need the target company list first so your CSM can segment companies by industry and keyword, build the right resume versions, and focus your outreach. Without a target list, you're spraying without strategy.
