How do I get callbacks from high-quality companies, not just volume applications?

A few levers work well together. First, speed — apply within hours of a job posting, not days. Early applicants get more attention. Second, network — connect with recruiters, PMs, and hiring managers at your target companies before roles are even posted, so you're already on their radar. Third, targeted outreach emails — short, specific, and leading with what you've done that solves their problem. The goal of the email is just to get them to look at your resume or reply. Fourth, leverage the PCA network — if a member or Alex has a connection at a company you care about, they can forward a short email on your behalf, which significantly improves conversion. You don't need all four, but combining speed with warm outreach is the most effective combination.
