Should I include a message with every LinkedIn connection request?

Only if there's an open role and it's your first connection with that person. If there's a role open, lead with something specific and valuable — what you've done, how it connects to their problem — not "I applied for your role." If there's no open role, a blind connection request with no note is fine and often preferred.
