I sent a Loom video pitch to a recruiter/hiring manager. Is that a good strategy?

It can work — some members have had success with it, especially for companies they're highly targeted on. It's a high-effort move, so reserve it for your top one or two priority companies rather than using it broadly. The key, like any outreach, is to lead with value — what you've done that solves their specific problem — not just "here's why you should hire me." For most companies, the standard written outreach approach is more efficient and just as effective.
